Project Overview

MBB have been assisting the Department of Transport & Planning - Hume Region in planning and delivery advisory since 2018. Our scope involves development and delivery of safety upgrade projects ranging in value from $5m - $60m with the ultimate aim of improving customer experience, freight efficiency and creating safer roads for regional Victorians.

Our team provided a significant and valuable contribution to the program, including feasibility studies, concept design development, funding approval, administering procurement, award and project delivery. Our team have played a significant role implementing the Roads of Strategic Importance (ROSI) program, including planning, design development, procurement, and project delivery. 

Project Scope

MBB has been providing Advisory services to the Department of Transport & Planning for the Goulburn Valley Highway (GVH) Corridor and the North East Region since early 2019. This joint investment by the state and federal governments, with a contribution of up to $160 million announced by the Australian Government in early 2019, will deliver targeted upgrades on the GVH corridor between Seymour in Victoria and the New South Wales border. Our team has been leading the pre-construction efforts for this program, managing various priorities and phases of multiple projects concurrently and in a regional capacity.

Our scope of work includes intersection and roundabout upgrades, construction of rest areas and overtaking lanes, intelligent transport solutions, and innovative safety treatments such as the installation of flexible safety barriers. The role also involves significant internal and external stakeholder interactions, including statutory planning management, environmental considerations, regional travel, and liaising with community groups and emergency services.

Our Project Management team has led the delivery of a $55 million early works package of road safety improvements between Seymour and Shepparton, with detailed design completed and physical works expected to commence in late 2021. They have also led business case and pre-construction work for each road improvement project to be considered for the remaining funds, with the complete draft business case submitted in June 2020 and final approval imminent.

Our team has also been tasked with the Goulburn Valley Highway Shepparton Bypass constructability assessment, which involves undertaking a constructability assessment on the reference design, seeking all necessary approvals and planning, and ultimately receiving Federal approval for the project. We have completed an initial review of the draft reference design, undertook value engineering / optioneering workshops (at major interchanges), completed cost plan options vs reference design, commenced procurement options and market approach research whilst giving due consideration to both cultural heritage and environmental constraints.

Additionally, MBB has been engaged by the Department of Transport & Planning to undertake Landslide Prevention works along the Great Alpine Road. Our engagement requires us to implement a data collection strategy on existing culverts and drainage assets within the corridor, to inform either repair/replacement of existing drainage assets in line with DTP geotechnical advice. This information is then used to develop a specification and RFT documentation to enable procurement activities and delivery of the works within the corridor.

Recently, MBB's Senior Project Manager has been engaged to undertake the North East Regions Alliance Advisor role, representing the Department of Transport & Planning's interest regarding the Downer Maintenance Alliance, an alliance that is approaching 10 years in age.

Our successful work for the Department of Transport & Planning demonstrates MBB's unique capacity to provide high-quality regional-based Project Management and Superintendent services to government clients. We have an intimate understanding of the development processes required to successfully pre-plan capital works projects and navigate sensitive cultural heritage and environmental constraints.
